Rather than welding, I would drill holes and tap them for wingnuts or set screws at the back

If I can work out a height, for the lower bracket, I’d probably just rivet twice or three times. Set screw would work fine too probably.

The triple tom holder idea won’t work with either as the center run need to accept a 3/4 post itself.

Set screws would just press on the outside of the tube, so they would not stop a post from going inside. That way its still adjustable also
